Install Rogen and set up the project

You can install Rogen with Rokit or npm.
Rogen only writes the project file. The syncing is done by
Rojo or
Argon, so you'll need one of those too.
Add Rogen to your rokit.toml:

rogen = "ldgerrits/rogen@1.4.4"
If this prints a version number, you're set.
